Smart Tourism 5.0 integrates digital technologies with human-centricity, sustainability, and resilience. In Lagoi, Bintan, tourist arrivals grew 26–36% YoY, but hotel occupancy is only 23%, due to OTA dependency (15–20% commissions), slow payments, and limited prebooking info leading to high cancellations. This study develops a Smart Tourism 5.0 blockchain smart contracts for transparent, efficient ecosystems and architecture integrating 360° non-immersive virtual tours. Virtual tours serve as web/mobile pre-booking visualization to boost tourist trust and reduce risk. Smart contracts automate real-time booking-payment, cut fees <2%, speed settlements, and enable fair revenue sharing for locals. Objectives: (1) design integrated architecture; (2) develop inclusive business model; (3) measure SDG 8, 12, 14 contributions. Methodology: Design Science Research Methodology (DSRM) at Lagoi Bintan Resorts; virtual tour prototype, 5-layer blockchain infrastructure, analytics dashboard. pilot logs. Findings: Virtual tours improve pre-booking confidence; BEST Framework operationalization in emerging economies, validated prototype, digital tourism policy insights.
